Developing Affordable Housing

Beacon supports clients by managing all or part of the development process, from initial concept to job site closeout. The blueprint for the development of quality affordable housing often involves Beacon working with clients as follows:
 


1. Determine Feasibility
  • Research the needs of the population to be served.
  • Identify and secure properties.
  • Coordinate site assessment activities (market studies, zoning, surveys, etc.).
  • Prepare development and operating budgets.
  • Review construction cost estimates and design alternatives.
  • Research and identify possible funding sources.


2. Prepare Funding Applications
Most projects require multiple funding sources. Over the past 11 years, Beacon staff have written proposals for every major funding source available to affordable housing, including:

  • Low-Income Housing Tax Credits
  • State of Washington Housing Trust Fund
  • Federal Home Loan Bank
  • Impact Capital
  • Tax-Exempt Bonds
  • Housing and Urban Development
  • Washington Community Reinvestment Association
  • City and County Funding


3. Coordinate Development Activities
  • Participate in public hearings and approval processes.
  • Create and monitor accounting systems for projects.
  • Facilitate site acquisition closings.
  • Negotiate legal contracts with funding sources and ensure compliance with requirements of various funders.
  • Secure construction financing and facilitate construction loan closing.
  • Coordinate overall activities of development team members.

4. Oversee Construction
  • Manage the process of recruiting a pool of qualified general contractors.
  • Oversee the bid process or negotiation of the construction contract.
  • Review and provide feedback on construction plans.
  • Evaluate cost effectiveness of design and provide recommendations.
  • Conduct pre-construction meetings with stakeholders to establish expectations as well as to determine schedules and change-order procedures.
  • Attend regular construction meetings to monitor quality and compliance.
  • Work with US Green Building Council to obtain Leadership in Energy and Environmental Design (LEED) certification when possible.
  • Approve "punch list" of final changes and conduct one-year warranty walk-through.
 


5. Celebrate the Completion of Projects
  • Share in the grand opening to give thanks for the many low-income individuals and families whose lives are improved through the commitment of our clients and partners to provide quality, affordable housing in Washington.
