- Assess and prioritize needs of population to be served
- Prepare development budgets and operating pro-forma
- Identify potential properties and site control strategies
- Coordinate site assessment activities: market studies, zoning requirements, land surveys, topographical maps, title commitments, easements, soils and Phase I & II reports
- Review construction cost estimates and design alternatives
- Research and identify possible funding sources
- Prepare applications for possible funding sources. Over the past 7 years, we have utilized every major funding source available to affordable housing including:
- LIHTC 9% (28 projects)
- State of Washington Housing Trust Fund (32 projects)
- Federal Home Loan Bank (12 projects)
- Impact Capital (11 projects)
- Tax-exempt Bonds and LIHTC 4% (4 projects)
- HUD mod rehab/McKinney Section 8 (4 projects)
- Washington Community Reinvestment Association (11 projects)
- City of Seattle (8 projects)
- CDBG and 2060 funds from local jurisdictions (10 projects)
- Establish investment criteria and investor strategy for marketing tax credits
- Conduct community notification to ensure neighborhood support
- Participate with sponsor in public hearings and approval processes
- Create and monitor accounting system for each project
- Set-up escrow and facilitate site acquisition closing
- Negotiate legal contracts with funding sources
- Secure construction financing and facilitate construction loan closing
- Coordinate overall activities of development team members
- Ensure compliance with requirements of various funding sources
- Transfer complete set of project files to sponsor
- Manage the RFQ process to obtain pool of qualified General Contractors.
- Oversee the bid process or negotiation of the construction contract
- Review and provide feedback on construction plans and specifications
- Evaluate cost effectiveness of design and provide value engineering recommendations
- Conduct pre-construction meetings with stakeholders to establish job site expectations, review schedule and change order/draw procedures
- Attend regular construction meetings to monitor quality and compliance with construction plans and specifications
- Review all modification proposals, change orders and pay applications.
- Interface with US Green Building Council to obtain LEED certification where possible
- Approve final punch list, gather close-out materials from contractor including: final certificates of inspection, O&M manuals, keying schedule, as-built drawings and affidavits for release of liens and payment of debts and claims
- Conduct one-year warranty walk through with Architect and General Contractor to investigate and document any construction-related issues
