Paul began work in housing in 1986 as Vice President of Finance and Administration for Catholic Community Services of Western Washington. He became responsible for financing tax credit and other housing development for the Archdiocesan Housing Authority (AHA). He left AHA to begin Beacon Development Group. During the past 20 years, Paul has developed over $300 million of housing, office, and mixed-use developments. Paul received the Washington State Housing Finance Commission Friend of Housing Award 2004 in recognition of his "dedication and commitment to affordable housing." Paul has served on the Governor's Task Force on Financing Senior Housing, the Joint Committee on Farm Worker Housing, and the Policy Advisory Team for Housing. Currently, he is a member of the Housing Development Consortium Board of Directors. In April 2005 Paul was appointed by Governor Gregoire to the Office of Governor's Affordable Housing Advisory Board. Paul holds a Master in Public Administration from Seattle University.

Brian brings 11 years experience in affordable housing to his role at Beacon Development Group. He joined Beacon after serving three years as a Vice President for Bank of America in community development banking. At Bank of America he closed $41.5 million in credit facilities for 11 affordable housing projects. Prior to B of A, Brian worked for seven years as a Senior Project Manager with EHA, Inc. one of San Francisco Bay areas largest non-profit housing developers, where he was responsible for the development of over 700 units of housing worth $60 million. Brian holds a BA in History and Global Studies from Pacific Lutheran University and a Master in Public Policy from the Kennedy School of Government at Harvard University, with a concentration in housing and community development.

Recent News:
Seattle Housing Levy Committee and the “Yes for Homes” Campaign—Beacon Development Director Brian Lloyd served on this committee. His work helped motivate the citizens of Seattle to pass a 7 year housing levy designed to provide $147 million of tax revenue to build affordable housing for low income residents of Seattle.

Cindy joined Beacon after 7 years with the Low Income Housing Institute (LIHI) as Senior Housing Developer and Housing Development Manager. She has extensive experience with multiple funding sources and project types, including tax credits, HUD 202, Section 8 preservation and tax exempt financing. Cindy managed a staff of up to 8 as well as managing the development of projects for LIHI's portfolio and for outside clients. Prior to joining LIHI, Cindy spent 14 years in the financial services field working for Key Bank and First Interstate Bank in portfolio monitoring, asset based lending, credit review and commercial loan servicing. Cindy holds a degree from Highline Community College. She also serves on the Enumclaw Housing Task Force.

KateKate brings eight years of housing experience to her new role at Beacon.  Her background includes work as a HUD Fellow at the White Center Community Development Association and Housing Resources Group.  She came to work at Beacon from 2005-2008 as a Housing Developer and then moved to Capitol Hill Housing where she served as a Housing and Community Developer, managing new construction projects from feasibility through close-out.  She returns to Beacon as a Senior Housing Developer who will also manager special projects focused on new client services including affordable housing preservation and portfolio management.  Kate holds a Bachelor of Arts in Government from Smith College and a Master of Urban Planning & Public Administration from the University of Washington.

Scott brings a strong background in planning and economic development to his role at Beacon Development Group. Before joining the Beacon staff in June of 2006, Scott served as a Senior Real Estate Developer for the SouthEast Effective Development organization (SEED). Prior to his work at SEED, he served as a Special Assistant to the Deputy Mayor for Planning and Economic Development in Washington, DC. Scott holds a BA in Political Science and Political Economy from Washington University and a Master in Public Policy with a concentration in Housing and Urban Development from the Kennedy School of Government at Harvard University.

Nicole’s career path reflects both her commitment to and experience in addressing the needs of low-income individuals and families through affordable housing. She worked for four years at Walsh Construction where she served as a Project Engineer. She served as a Project Manager for Nuestros Pequenos Hermanos in Rivas, Nicaragua, where she directed a construction project for an international orphanage. Her most recent work was with Habitat for Humanity of Eastern Bighorns in Sheridan WY, where she served as Associate Director. Nicole holds a Bachelor of Science in Construction Management from the University of WA and a Master of Business Administration from the Michael G. Foster School of Business at the University of WA.

Matthew brings over 25 years of housing development, construction administration, and architectural experience to his new role at Beacon. Most recently Matthew served as the project manager for Callison Architects on a 29-story mixed-use high-rise building that included office space, retail, a restaurant, and daycare. Prior to this he worked for 11.5 years as a Senior Developer for the Low Income Housing Institute of Seattle where he managed the development of numerous projects throughout the Puget Sound area. These included projects for seniors, veterans, workforce, and special needs populations. Matthew has also served as the project architect for several housing, retail, and commercial facilities in the Northwest. Matthew holds a Bachelor of Science in Architectural Studies and a Bachelor of Architecture from Washington State University and has student housing at the University of Copenhagen in Denmark. He is a licensed architect in the state of Washington and a member of the American Institute of Architects.

Jason Manges, Construction Manager

Jason has over 10 years of experience in construction management with significant experience serving as an owner's representative for construction on numerous projects. Most recently he served in this role for the Walgreens Store located in Capitol Hill Housing's Broadway Crossing project. Jason has worked as a general contractor, served as an associate professor in the Department of Architecture at the University of Washington, and worked in their Basic Initiative Program, an international design / build program with marginalized communities in Mexico, Cuba, and India. Jason holds a BS in Environmental Science from the University of Vermont and a Masters in Urban Planning from the University of Washington.

Sarah has worked for BDG since 2001, most recently in the role of Development Director. Currently, Sarah has shifted to a part-time role at Beacon, and we are thrilled for her continued expertise with us. Sarah now works with all of our housing development staff, serving as a resource, particularly in the areas of finance, feasibility review, equity placement and project projections. Sarah has worked in affordable housing development for 5 years and spent 10 years in project management, international investments and corporate financial analysis. Immediately prior to coming to Beacon, Sarah served as the research coordinator for the Runstad Center for Real Estate at the University of Washington. Sarah also owned her own business and worked for 8 years with Simpson Investment Company. She has managed the financing and development of more than 20 projects, totaling over $90 million dollars. Sarah holds a BS in Accountancy from the University of Illinois, Urbana-Champaign and Master of Urban Planning Degree from the University of Washington, focusing on housing and community development. She also holds professional certification as Certified Financial Analyst (CFA) and Certified Public Accountant (CPA).

Linda brings over 16 years of accounting experience to her role at Beacon Development Group. Her prior bookkeeping experience includes work with a scientific equipment company, a film production facility, and a travel agency. Barbara comes to Beacon with over 20 years of leadership experience in non-profit, for-profit, and educational organizations. Barbara has served four years as the Executive Director of a non-profit training company, operated her own business, and worked twelve years as the client services and training director of a national non-profit educational organization. She has worked extensively in the areas of client relations, workshop development and delivery, staff supervision and support, leadership development, and team building. In her role at Beacon, Barbara works with the Board of Directors, President, and Leadership Team to create, implement, and evaluate structures, systems, and processes to promote the organizational effectiveness of Beacon Development Group and develop the skills and expertise of its employees.

Gary brings a diverse set of skills and experiences to his role at Beacon Development Group. Prior to joining the Beacon staff Gary worked as an Administrative Specialist with the King County Sheriff's Office. He has also worked as an Account Executive for a leading sports manufacturing firm in Western Washington. When he's not working at Beacon, Gary spends many evenings and weekends serving as a broadcast announcer for college and professional sports teams in Washington State. Gary holds a BA /BS from Washington State University.

Beacon Development Group participates in Advocacy Day
Out of Reach Report:
The National Low Income Housing Coalition released the 2011 Out of Reach report.  This annual report  calculates the Housing Wage: the amount a person working full-time must earn to afford the Fair Market Rent on a modest two-bedroom unit. Out of Reach also calculates the number of hours one must work at the minimum wage and the average renter wage in order to afford typical rents. The Housing Wage for Washington State is $19.10 - while the typical renter wage is just $13.96.  As this report details, housing is out of each for many in our state.  To read the full report, click here.

Beacon Development Group works with Catholic Charities of Eastern WA
Funding Awarded: 
Beacon Development Group will be working with Catholic Charities Housing Services of Eastern WA to build a 50-unit complex in downtown Spokane.  The project will serve the chronically homeless and extremely low income people receiving state disability.  To learn more about this project click here
